Our Development Process

As a business or developer, we understand that you’re on a tight schedule and need to complete your permitting as quickly and efficiently as possible. One of Forney’s greatest strengths for development is our streamlined process, giving us competitive advantage over other communities. Comments on plans are delivered within 10 business days of their submission, and depending on the size and scope of a development, the entire process of permit approval and issuance can be completed in as little as 90 days.

City of Forney 8-Step Development Process

  1. Project Initiation – Contact the City of Forney Community Development office at (972) 552-6549 and work with their staff.  You can also call Forney EDC and we can put you in touch with their office.

  2. Schedule or ask a Forney EDC representative to schedule a Development Review Committee (DRC) meeting for discussion of your project with key city personnel. Meetings are held every Tuesday morning. To schedule a development review committee meeting, send an email to Adixon@forneytx.gov.

  3. Submit your plans to the staff at the Community Development office.

  4. Receive comments back from Community Development within 10 business days of submission. 

  5. Update plans in preparation for a scheduled City Planning & Zoning Commission monthly meeting.

  6. Forward plans to Planning and Zoning Commission. The Planning and Zoning Commission, which meets the first Thursday of each month, will make a recommendation to City Council.  City Council will make a final decision regarding plan approval. (City Council meets monthly on the first and third Tuesdays). 

  7. Obtain a building permit and develop the property according to the approved plans. Comply with inspections and address issues as they arise. Apply for Certificate of Occupancy when construction is completed.

  8. Review of sign and approval by the Community Development Department.

For downtown projects, the five-member Forney Architecture Review Board (ARB) approves development and property revitalization standards within the downtown overlay zone.  The City of Forney Community Development office oversees this process.
